Estimate the fee for an outbound payment to a beneficiary

Estimate the fee for an outbound payment, Nexus-aware for the given beneficiary. When the payment
qualifies for the Nexus waiver the estimate is zero and nexus is true; otherwise it is the
standard fee.

beneficiary

Beneficiary account details, the same identifier used to create the payment (IBAN, SCAN, or
wire). The estimate is Nexus-aware: a qualifying Lorum-to-Lorum payment returns a zero fee.
